What is LRMIS?
Government of Punjab undertook the project named Land Records Management & Information Systems (LRMIS) for the computerization of land records. World Bank will provide assistance to Punjab Government in this project.
Why LRMIS is Needed?
Pakistan does not have its own land administration system. The current system was inherited from the Great Britain. This current system poses large difficulties to general public who own land. The transaction costs are high and the system is quite difficult to understand. This makes the land owners or new land acquirers vulnerable to predator-like middlemen.
Features of LRMIS
The obvious features of this project are that citizens will be able to access land records at a very low cost and it will be a lot easier because everything will be quick due to computerization. Land Records Management and Information Systems is a project that will improve the way general public deals the matters related to land but also will help Government to administer the system in an efficient and better way.
Phases of LRMIS in Punjab
This project will have many phases like data entry, software development, business process reengineering and automation as well as the establishment of service centres where citizens will be able to access the record. For the time being this project is underway and it will be soon implemented in Punjab.
Supervision of LRMIS
At District level this project will be administered and supervised by District Officer (Revenue). He will be liable to report to a double hierarchy that includes Board of Revenue (Senior Member BOR) and District government as well.
