For the first time in history of Pakistan, Excise and Taxation Department of Federal Board of Revenue (FBR) has officially launched the chip based vehicle identification card in collaboration with National Database and Registration Authority (NADRA). The project that was considering since January 2015, took ten months to become the reality.
Idea of chip-based Vehicle Identification Card was proposed in 2015 by then Deputy Commissioner Islamabad Mujahid Sherdil and Director Excise and Taxation Noman Yousuf.
The interesting thing about this vehicle identification card is that it will show the two types of data mainly owner identification and vehicle identification. That means, those who will have access to this card are not required to hold their CNIC with them because this chip based vehicle identification card will also work as their CNIC. According to officials of FBR, the step has been taken to use that system that is being adopted at international level.
At first phase, Vehicle Identification Card is launched for Islamabad. Later on, it will be issued for other cities as well.
Talking to the media, Rtd. Deputy Commissioner Islamabad, Mujahid Sherdil said, “The basic objective of the project is to convert the decades-old system into a modern one, as is practiced internationally. The initiative has been taken in collaboration with NADRA.” The main benefits of this vehicle identification card will that it will prevent the theft of vehicles because it will replace the existing vehicle book system. On the basis of that reason, SSP Operation Sajid Kiani appreciated this system and said it will results in overcoming on the issue of tampered vehicle registration papers.
At present there are 850,000 heavy and light vehicles registered with the Excise and Taxation Department. Commenting on the issuance of this smartcard, DC Islamabad Mushtaq Ahmed said, the existing registered books will be convert by the department into chip based card on request of the vehicle owner. “In case a card is lost and the vehicle owner reports it, it will be blocked before issuing a new one,” he added.

Fee of Vehicle Identification Card:
Excise and Custom Department has set the same price for both fresh and converted cards. The fee for issuing is Rs. 1,450. Moreover, the department will also issue the sticker of extension of a vehicle’s token. Deputy Commissioner Islamabad Mushtaq Ahmed said, “In case a card is lost and the vehicle owner reports it, it will be blocked before issuing a new one.”
