Main Difference
Most of the people are confused that what is the actual difference between the PCS and CSS. Because both responsibilities look like same. It’s so simple, PCS is the abbreviation of Provincial Civil Services. These are the responsibilities done in a province level where as CSS is the abbreviation of Central Superior Services. It is a bureaucratic authority, and the civil service that is responsible for running the civilian bureaucratic operations and government secretariats and directorates of the Cabinet secretariat on a country level.

PCS (Provincial Civil Services)
PCS are the Provincial Civil Services. Basically, PCS is a combined competitive exam held for the recruitment of candidates for the civil service posts of that particular state. The number of seats in every year is not fixed. The number of seats varies according to vacancies. These posts are under the control of the State government and one cannot be transferred to another state once recruited in PCS. PCS is an organization or board who is responsible for:
- announcing vacancies for different kinds of posts
- selecting candidates for any announced post on merit
- selecting civil servants for his own province ( bps-9 to bps-20)

CSS (Central Superior Services)
The Central Superior Services (denoted as CSS or Bureaucracy) is an elite permanent bureaucratic authority, and the civil service that is responsible for running the civilian bureaucratic operations and government secretariats and directorates of the Cabinet secretariat. The CSS officers serve the country wide departments and they will have to travel to far and wide areas of the country. Basically, CSS is the name given to a group of highly prestigious and powerful Pakistani Federal Government Departments. Recruitment to the officer’s cadre (Basic Pay Scale 17) of these services is extremely competitive. The government of Pakistan conducts CSS Exam or the Competitive Exam to fill up Grade-17 posts in 12 different service groups every year. These occupational groups of CSS are:
